NUDOR is a National Union of the Disability Organizations of Rwanda that has been established as a civil society organization on 17th September 2010; and currently NUDOR has thirteen (13) member organizations which are National organizations of Persons with Disabilities. Through its activities, NUDOR aims to ensure that the practical needs of persons with disabilities at personal and institutional levels are fully addressed. NUDOR’s vision is a society where persons with disability enjoy the same human rights and opportunities as other citizens. NUDOR’s mission is to serve as a platform for organizations of Persons with Disabilities, to share their experience, to express their views and to support them in strengthening their capacities and achievements. NUDOR also advocates for the rights and needs of people with disabilities.
- BACKGROUND OF THE PROJECT
The Rwanda census carried out in 2012 showed that 5% of the population are Persons with Disabilities whereby the majority live in the rural area. However, it should be noted that disability is known to be much under- reported in most cases. The census demonstrated too that the majority of Persons with Disabilities are still actively and passively excluded from the society. A Baseline Survey undertaken by UPHLS in 2012 showed three clear needs:
- Access to social services,
- Participation and inclusion of Persons with Disabilities in national development plans;
- Improvement of legal and institutional framework.
Despite the fact the constitution of Rwanda and different legal framework promote the rights and inclusion of Persons with Disabilities, there is a lack of insight, knowledge and understanding of disabilities. These issues prompt advocacy, lobbying and strategies to enhance the capacity of Persons with Disabilities to effectively influence the promotion of the rights of Persons with Disabilities, in order to contribute to the implementation of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) ratified by Rwanda in 2008 along with its Optional Protocol.
In order to strengthen and expand the advocacy work to other corners of the country, NUDOR in partnership with Christian Blind (CBM) has developed a project titled: “Promotion of anti-discrimination practices for Persons with Disabilities in Rwanda”. The project was designed in a participatory manner involving all stakeholders at national level and local level. This project will be implemented across 5 districts namely: Kicukiro in Kigali City, Ngoma in the Eastern Province, Gisagara in the Southern Province, Nyamasheke in the Western Province and Burera in Northern Province. This project aims to address these shortcomings by improving coordination between Persons with disabilities Organizations (DPOs), Human Rights Organizations (HROs) and Government Institutions at all levels (National and local level) with the finality of improving the general awareness and increase capacity on disability rights in Rwanda thus contributing to reduce discrimination and human rights abuse.
The project impact is”The rights of people with disabilities are implemented in Rwanda in accordance with the UN Convention on the Rights of Persons with Disabilities”. The outcome of the project is: People with disabilities actively bring their interests into national and local processes through empowered DPOs, HROs, platforms and authorities.
The project has also 4 results outputs:
- Community members, social service providers and officials are sensitized and their capacities are strengthened in the field of human rights and the rights of people with disabilities.
- Close cooperation has been established between DPOs and Rwandan government institutions in promoting the human rights of people with disabilities, inclusion and anti-discrimination.
- The capacities of DPOs and HROs are strengthened to monitor and promote the integration of international human rights instruments into national and local policy and planning.
- The capacity of at least 600 Persons with disabilities in the 5 target districts to claim their rights has been strengthened and they are actively working for these rights.
The direct target group of the project are 13 persons with Disabilities Organisations (PDOs), which are predominantly nationally active, two organizations for other marginalized groups, 10 human rights organizations and 180 community members, 600 Persons with disabilities from the target districts, 300 young people and 100 social service providers. Also, include 226 government officials (36 at national level, 180 at the local level, 10 police officers) to the direct target group. Indirect target group includes all persons with disabilities in Rwanda because of the achievement of the milestones in the project all people with disabilities – including future generations – will benefit.
- OBJECTIVES OF THE ASSESSMENT
3.1. Overall objective of the assessment
The purpose of the assessment is to evaluate the current situation and understanding of the different target groups regarding the international instruments for human rights and the rights of Persons with disabilities at the National Level and at five targeted Districts level.
- Specific objectives
- To make a situational analysis of current situation and understanding of the different target groups regarding the international instruments for human rights (see details in Annex 1) and the rights of people with disabilities.
- To identify gaps and challenges faced by target groups in understanding of international instruments for human rights and the rights of people with disabilities;
- To propose areas of capacity building and advocacy corresponding to each target group in order to allow all target group of this project to have strong understanding of human rights and the rights of Persons with disabilities that ensure that national policies and programmes are inclusive and adapted to include persons with Disabilities and other marginalised groups.
- To produce assessment report that will serve to determine the content of training and awareness-raising campaigns and to provide concrete facts and examples that will be taken up in later measures.
- SCOPE AND FOCUS OF THE ASSIGNMENT
The National Consultancy Firm will lead this assessment to the target groups at National Level and Local level in 5 target districts: Kicukiro, Burera, Gisagara, Ngoma and Nyamasheke. The assessment is expected to be performed in 20 working days starting from signing of the contract. The firm will work under supervision of the NUDOR BMZ/CBM Project Manager.
The following tasks are assigned to the National Consultancy Firm:
- To submit an inception report detailing the methodology and timeframe to conduct this assessment with necessary tools to be used for data collection;
- To develop the tools to be used to collect data;
- To analyze collected data and produce an assessment report responding to the specific objectives;
- To present the findings to the NUDOR team first and then to NUDOR, CBM country office and different stakeholders from National and Local Institutions for validation;
- To finalize the assessment report by integrating the provided comments during the validation session;
- To submit the final report to NUDOR authority.
- 5. METHODOLOGY FOR THE ASSESSMENT
Under the supervision of the NUDOR BMZ/CBM project Manager, the national consulting firm will do:
- Desk review of all pertinent secondary data and evaluate the current status related to this assessment.
- Conduct field visit and collect primary data from 36 National authorities and 90 from local authorities in the 5 targeted districts of the project. (See the list in annex 2 of the ToRs).
- EXPECTED DELIVERABLES
- An inception report at the beginning of the consultancy written in English showing the background, rationale, methodology, timelines of activities. The report will be submitted to NUDOR.
- Preliminary report of findings presented to NUDOR leadership,
- Final report of findings of the assessment presented to NUDOR leadership properly bound in two copies one of which is the original.
- A soft copy of the final report and all documents or data used in the analysis in its original form will be submitted to NUDOR. The report may include testimonies (quotes), graphs, etc. and will be sent to the NUDOR BMZ/CBM project
- TECHNICAL PROPOSITION
The technical proposition must include the following elements:
- Letter expressing interest to carry out the consultancy services addressed to NUDOR Executive Secretary
- A technical note presenting in 1 to 4 pages; i) company profile, ii) the methodological approach proposed for the execution of the aforementioned duties, iii) schedule highlighting the main phases of the execution of the assessment and iv) timeline (an estimate of the number of days for completing each phase)
- Detailed updated CV highlighting the experiences and skills of Each consultant who will be involved in this assignment (Max 3 pages)
- A sample of his/her previous Certified copies of academic and professional qualifications;
- Two copies of certificates issued by previous clients for accomplishing similar assessment with their contact (Certificate of Good Completion);
- Copy of valid certificate of registration of the consultancy firm provided by RDB;
- Certificate of registration and non-claim issued by Rwanda Revenue Authority
- Certificate showing working experience with persons with disabilities
- Valid RSSB clearance certificate
- Valid VAT certificate of non-clearance provided by RRA
- Proof of having the Electronic Billing Machine from RRA (EBM)

- FINANCIAL PROPOSITION
The financial proposition must include:
- Costs for the service to be delivered in Rwandan francs and all taxes included,
- The number of days estimated for this activity
- The daily rate of all staff involved in this assessment
- Any other expenses related to the realization of the assessment
- REPORTING AND TIMELINE
The national consulting firm shall report to the NUDOR BMZ/CBM project Manager during the duration of the Baseline Assessment. The first draft report is due to be submitted to NUDOR no later than on the 15th day (working day) of the assessment and the final report will be submitted no later than on the 20th day (working day) of the assessment.
8. Skills and qualifications of the lead consultant
Application for this opportunity will be open to national consulting firms.
- The lead consultant must be a Social Sciences or Development studies and any other related field with a minimum qualification of a Master’s degree, a PhD is a plus.
- At least 5 years of experience in qualitative and quantitative data collection methodologies using Survey CTO software and SPSS
- Skills and experience in conducting assessments, evaluations and baseline studies, preferably within Disability organizations and Human Right Institutions;
- Bachelor’s Degree in Social Sciences or Development Studies or any other related field with at least 5+ years of experience in the field, Proven experience in research, especially on disability issues.
- Prior experience with similar work in disability will be an added value;
- Strong interpersonal, writing, presentation, and organizational skills are required;
- Understanding approaches to communicate technical information to a non-technical audience is critical;
- Ability to work as a team member and collaborate with others
- Professional and mature behavior
- Proficiency in Kinyarwanda and English. French language is added value.
